To offer transport planning advice and support to separate planning applications for two ‘hub by Premier Inn’ hotel schemes within the City of Westminster, each with an ancillary deli. In both instances RGP was commissioned to prepare a Transport Assessment, Delivery & Servicing Management Plan and Travel Plan for submission.

BACKGROUND

The development proposals, which the highway authority initially resisted, were both for car-free schemes, with no coach parking facilities and a complex delivery and servicing strategy. Although the two sites are located opposite each other, and would likely be serviced in parallel, it was necessary to consider them in isolation for planning purposes.

RGP’S APPROACH

By reviewing comparable trip generation data and detailing how comparable sites operate, it was demonstrated that there would not be a need for dedicated coach parking, whilst surveys agreed with the Council and commissioned by RGP satisfied highway officers that sufficient coach parking would be available locally in the unlikely event of coach party arrivals.

RGP was also able to demonstrate how the proposed delivery / servicing strategy would accord with Westminster’s strict policy documents. Sufficient space would not be available within the application site and hence an innovative off-site solution was developed and agreed with the Authority which would result in no adverse impacts on highway capacity or safety.

This was achieved through a review of traffic flow data and preparation of swept path drawings, based on the operator’s bespoke delivery vehicle specifications.
