RGP has assisted in a number of planning applications for new and expanded children’s nurseries across London and the South-East. This includes sites in Croydon, Wimbledon, Epsom, Beckenham and Oxted.
RGP’s input for such schemes typically includes appraisals of the likely multi-modal trip impact of the proposals and the subsequent affect upon the operation and safety of the local highway network. Car parking impact and the management of drop off / pick-up activity is also a key consideration that requires in-depth analysis and bespoke mitigation measures. This is particularly significant given that these sites are often former residential properties with very little on-site parking availability and in locations with existing on-street parking capacity issues.
RGP’s approach to such sites is based on empirical data collected from a range of existing nursery sites. RGP has commissioned a number of operator specific traffic surveys in order to determine the likely traffic generation and car parking demand during the key drop-off and pick-up times. This information is then considered in the context of the subject site and adjusted accordingly to reflect the proposed capacity of the nursery, its intended operational profile and its relative accessibility by non-car modes of travel.
On-street parking beat surveys are also frequently undertaken within the vicinity of the subject site in order to determine the baseline levels of parking stress and the likely subsequent impact associated with the proposals.
The relative accessibility of sites by non-car modes of travel is also assessed by RGP and considered in the context of local and national policy guidance. The preparation of Travel Plans, also produced by RGP, are often required to encourage the use of non-car modes amongst parents and staff to mitigate traffic and parking impacts.
