RGP was instructed to demonstrate that, were it not for the construction of the Littlehampton By-Pass, MEPC/ORTEM Estates’ land, which was acquired by the County Council for that purpose, would have had development value, in that traffic assessment in a ‘no by-pass world’ would have supported development.
RGP successfully demonstrated its clients’ case by synthesising traffic data for the date at which the Council served notice. This was key to the success of the case since the Highway Authority stated at the outset that it had very limited traffic data for the time in question. The available data was used to validate RGP’s synthesised flows, which were then used to test capacity of the highway network in various ‘no by-pass with development world’ scenarios.
The Inspectors decision lead to a land tribunal case being pursued by MEPC/ORTEM Estates, but compensation was paid by the Council prior to the date set for the tribunal.
This is an example of RGP’s ‘can-do’ innovative approach to finding valuable solutions for its clients.
