Director

Chris Blamey

Chris has over 23 years’ experience in the Civil Engineering, Highway and Transport Planning industry including being called as expert witness for a range of projects. Chris is responsible to many private and public sector clients in connection with a variety of development projects often involving complex transport studies ranging from small developments to major urban extensions.

Chris is a guide runner and athletics coach and enjoys Parkrun and walking his dog at the weekends.

Director

Neil Rowe

Neil has over 18 years’ experience in the Transport Planning and Highway consultancy industry and
has been involved in some significant development schemes in the UK, with particular experience of
working on constrained development proposals within Central London. Such proposals often come
with operational challenges to end users with a specific focus on parking issues, transport logistics
and servicing strategies.

In his spare time Neil enjoys spending time with his family and cycling in the Surrey Hills with the local cycling club.

Technical Director

Stuart Jones

Stuart has over 15-years experience in the transport planning industry having joined RGP in 2004 as a transport planning graduate and progressing through to an Associate level, which sees him manage transport planning projects across a broad spectrum of developments, including residential, retail, commercial, leisure, healthcare, education, mixed-use and strategic level projects. Having worked across all areas of the business, Stuart is experienced in all aspects of transport planning with a particular passion for the transport planning design strategy. With a design-led background, Stuart is well-versed with design standards and is able to progress schemes from a preliminary scheme through to detailed design.

Stuart is a long-standing player at this local football club and enjoys an active lifestyle.

Technical Director

Debby Booth

Debby is a Chartered Civil Engineer with over 20 years’ experience in design on rail, aviation and highway engineering projects, specialising in drainage in the UK and overseas, covering contractor, client and consultant roles.

She is an enthusiastic and experienced Technical Director, who can communicate and translate complex problems in a way that is engaging and easily understood, leading to effective decision-making, influencing multiple disciplines within engineering infrastructure projects.

Her personal values enable her to support the team; promoting development and a strong team ethos with accountability. Debby leads by example, valuing honesty and using her knowledge and expertise of the team for the greater good.

Her strategy is to grow our capability to undertake highway and infrastructure design projects whilst specialising in sustainable and net-zero designs.

When not at work, Debby can be found indulging in her other passions of showing her horse Lupin and racing her whippet Posie.

Associate Director

Peter Batten

Pete joined RGP in 2012 and has been instrumental in the growth of the London Office. He has a broad experience of development types and has had notable successes in the Hotel and Leisure field, leading on projects within London and throughout the rest of the UK.

Outside of the office Pete likes to stay active playing football, running and recently qualified as a PADI scuba diver.

Associate Director

Ben Chimes

Since joining RGP, Ben has made a significant contribution to the growth of the business through his management of numerous projects for his diverse client base. With particular focus in development planning, Ben has strong experience in supporting development proposals from initial feasibility through to post consent consultancy. Ben has worked on behalf of both private and public sector clients on schemes including residential, commercial, faith institutions, leisure, education, defence and mixed used developments throughout the United Kingdom.

In September 2021 Ben was elected as a Fellow of the Chartered Institution of Highways & Transportation (FCIHT). Fellow is the highest grade of membership and is conferred upon those with proven ability who have made a significant contribution to the Transport Planning profession.

Ben is also registered by the CIHT as a Chartered Transport Planning Professional (CTPP).

Outside work Ben enjoys running, hiking, tennis and five-a-side football.

Graduate Consultant

Alex Bartleet

Alex joined RGP as a Graduate Consultant in July 2024 following his MSc Transport Planning degree at the University of Hertfordshire. Since joining he has immersed himself in his new role, applying skills learnt at university into current developments and projects.

At RGP Alex has begun drafting Transport Statements / Assessments as well as Travel Plans. Utilizing his GIS skills to create easily interpreted data.

In his spare time, Alex enjoys golf, tennis and running.

Senior Technician

Inigo Blissett

Inigo has over 10 years’ experience in highway design, using AutoCAD, Civil 3D and Site 3D and has achieved EngTech status with the ICE. He has experience in Section 38 and 278 agreements for commercial and residential developments across the country along with earthworks schemes at different scales. Inigo is involved with all stages of a project, from concept through to construction.

Outside of work, Inigo enjoys rock climbing, running, and watching films.

Principal Consultant

James Colston

James has over three years’ experience in the Development and Transport Planning sector and is a member of the CIHT. Based in RGP’s London office, James joined the company in June 2021 and has since gained a wealth of experience in managing and delivering projects across the development spectrum for both public and private sector clients.

James has strong technical abilities which he regularly uses to support high-quality deliverables, including GIS and quantitative data analysis. James is proficient in producing and reviewing key reports such as Transport Assessments / Statements, Travel Plans and Construction Management Plans, and has an in-depth knowledge of pertinent policy documents such as The London Plan and National Planning Policy Framework.

Outside of work, James is a long-suffering Arsenal fan and enjoys playing squash, running and travelling.

Technician

George Ellenger

George has over 12 years’ experience in the Transport Planning industry, having joined RGP in 2010. He has worked on a broad range of projects over the company’s history and is well-versed on CAD standards and their application on transport infrastructure and design strategies. He also has additional experience in traffic surveying, data collection and analysis.

Outside of work, George enjoys walking in the Surrey Hills, going to the gym and has a keen interest in films and gaming.

Principal Consultant

Joe Farquharson

Joe is an experienced member of the RGP team having joined in 2014 from the Leeds Institute for Transport Studies. He is based in the company’s London office and has led transport planning projects across a broad spectrum of developments, with a depth of knowledge in the residential, commercial, industrial and hospitality sectors.

Outside of the office, Joe is a keen musician and has a passion for creating prog rock compositions. He also enjoys travelling, art, film and is regrettably a Tottenham fan.

Senior Consultant

Will Forster

Will has over 5 years' experience in Transport and Development Planning having joined from a large multi-disciplinary consultancy. He has worked across a broad range of projects including residential, commercial, faith institutions, leisure, energy and mixed used developments. Will has strong technical abilities which he regularly uses to support high-quality deliverables, from initial feasability and pre application through to post planning consultancy. Will is proficient in producing and reviewing key reports such as Transport Assessments / Statements, Travel Plans and Construction Management Plans, Delivery and Servicing Plans and EIA Chapters.

Outside of work, Will likes to travel the country playing golf off a handicap of 2 as well as frequenting on the cricket pitch as a wicket keeper and attending rugby matches for his team Harlequins.

Consultant

Sam Hardwill

Sam is a Graduate Consultant at RGP having completed a MSc in Transport Planning and Engineering and BA (Hons) in Geography and Planning. Sam’s education has enabled him to assist in a number of complex projects through putting his taught education into real world application, supporting wide and varied developments across the country. Sam benefits from strong report writing skills and a passion for critical thinking to ensure good outcomes for clients and RGP alike. Sam consciously strives for the delivery of ‘people-centred’ and ‘climate-focused’ outcomes.

Outside of work, Sam enjoys walking and swimming and is an avid follower of Formula One.

Principal Technician

Darryl Heather

Darryl joined RGP in 2018 and has over 23 years’ experience in both the public and private sectors of the Transport Planning industry. His main role includes the use of AutoCAD to produce technical drawings along with vehicle tracking software to provide swept path analysis and design software for the creation of standard and bespoke road sign drawings.

Away from work, Darryl enjoys spending time with his family, watching football and films.

Graduate Consultant

Timothy King

Tim joined RGP as a Graduate Consultant in September 2023 following his BA Geography Degree at the University of Southampton. Since joining RGP, he has fully engaged in his new role applying the plethora of knowledge and skills he has gained throughout his education into report writing, GIS, and building relations with clients and colleagues.

Since joining, Tim has begun drafting a range of reports, such as Transport Statements, Travel Plans, Construction Management Plans, to name a few. Tim is really enjoying learning the different areas of the Transport Planning industry, delving into the complexities that arise during the working day.

Outside of work, Tim enjoys walking, cycling and spending time with family and friends.

Office Manager

Kelly Milbank

Kelly is our Office Manager, having joined RGP in May 2022.

The Office Management Team ensures the smooth running of our offices, organises internal and external events and supports the teams.

Since joining, Kelly has spearheaded the post-Covid renovations of our Godalming office and the relocation of our London office. In addition to office operations, she is involved with various department functions including Finance, HR, Marketing, IT and Project Teams.

Outside of work, Kelly can be found spending time with her family and friends, she enjoys walking, reading books and booking holidays!

Principal Consultant

Rachel Rombough

With over 16 years’ experience in Transport Planning, 12 of which have been at RGP, Rachel has a wide experience of Transport Planning tasks from fee proposal to planning application submission and beyond, supporting a variety of projects across the UK of differing scales and land uses. Rachel is the subject matter expert for all aspects of travel planning, promoting the benefits associated with reducing reliance on the private car and achieving behaviour change and carbon reduction targets. Recently, Rachel has been awarded Chartered Member status of the Chartered Institute of Logistics and Transport (CMILT).

Of a weekend, Rachel enjoys family trips out in the campervan.

Engineer

Shiva Sharma

Shiva joined RGP after four years at a multi-disciplinary consultancy, where she gained foundational experience working for asset management teams and private developers in flood risk assessments, drainage strategies, GIS, and hydraulic modelling. She is eager to incorporate sustainable solutions into her designs and is developing her skills to enhance her contributions to various infrastructure projects at RGP.

Outside of work, Shiva enjoys cooking and hosting dinner parties, practicing yoga, as well as learning to play the Tabla, a traditional South Asian percussion instrument.

Principal Engineer

Anne Stijne

Anne has over 10 year’s experience in Highway and Drainage engineering design, ranging from small local schemes to complex major national projects. She is a passionate advocate for incorporating sustainable solutions, including Sustainable Urban Drainage systems, and highway improvements to benefit pedestrians and cyclists. She is a keen problem solver with experience in all design stages, from concept through to construction.

At RGP, Anne’s strong technical skills are applied to produce a range of deliverables, including Flood Risk Assessments, Hydraulic Modelling, Drainage Strategies, and Engineering Drawings for S38 and S278 agreements.

In her free time, Anne can be found outdoor rock climbing across the UK and Europe or pushing her road bike to its limits on adventurous and often off-road routes.

Consultant

Ben Taylor

Ben joined RGP after working for a private multi-disciplinary consultancy in Bristol for nearly 2 years, having worked for private clients on a wide range of residential, commercial retail and mixed-use schemes across the country. He has gained valuable experience in report writing, QGIS, AutoCAD and using TRACC software for 20-minute city analysis. Using this experience Ben works on a number of projects assisting in the production of Transport Statements/Assessments, Travel Plans and Construction Management Plans and is enjoying collaborative working and developing client relationships.

Outside of work, Ben enjoys swimming, squash and reading in his spare time as well as getting back to the west country whenever he can to see family and friends.

Principal Consultant

Will Taylor

Will joined RGP in 2015 and has acquired experience in a range of transport planning projects across a broad spectrum of developments. Will manages and delivers transport planning projects across a broad range of disciplines with a particular focus on the preparation of detailed Transport Assessments / Statements and other technical reports. Will is also proficient with several junction modelling software tools having become a specialist within RGP.

Outside of work, Will can usually be found on the golf course where he holds a handicap of 5 and enjoys participating in many amateur events across the UK.
