Conversion of listed buildings, formerly owned by Thames Water to create circa 4,000sqm of dynamic B1a and B1b floorspace.

BACKGROUND

Lower and Upper Sunbury Road form part of a highly constrained public highway network in the local area, with Upper Sunbury Road forming part of the A308 providing access to the M3. The existing buildings had no formal previous use class due to the use by a statutory undertaker, Thames Water, and so in theory no fall-back position. The client intended to promote the space that the existing buildings offered to provide circa 40% of the total floorspace as formal office and laboratory space for fledgling innovative businesses, the remainder consisting of dynamic circulation / communal space.

RGP’S APPROACH

RGP worked to produce a robust methodology to forecast the traffic impact of the development proposals to the satisfaction of the Highway Authority, without undermining the intentions of the client to operate the buildings in a unique way which involved a factoring exercise based on net lettable space compared with circulation space. RGP also used LinSig modelling methods to quantify the impact on the existing constrained Upper Sunbury Road/Lower Sunbury Road junction minimising the exposure to mitigation works for the client.

The ‘outside the box’ analysis and careful balance of the client’s aspirations against the local authority requirements for robust analysis was the key to success of this project.
