Produce a comprehensive Transport Assessment for a mixed use scheme comprising 243 mixed residential units, B1 Commercial Space and a Free School on a highly sensitive part of the Strategic Highway Network through the town.

BACKGROUND

RGP was appointed to address the highway and transport planning aspects associated with the redevelopment of the site, on the sensitive local network. The site abuts the A26 Mount Ephraim which is a strategic route through the town centre which is sensitive to small fluctuations in traffic flow and pedestrian activity. The local residents are particularly knowledgeable and aware of local conditions and were concerned about the impact of the proposals, both in terms of traffic generation and the impact of buses, deliveries and the school run.

RGP’S APPROACH

RGP produced a Transport Assessment in accordance with the relevant guidance however the most important aspect was input into the internal layout of the scheme and the extensive public consultation exercise.

RGP’s input into the design of the scheme allowed concerns about deliveries and school run traffic to be avoided by way of effective servicing arrangements for the anticipated occupiers which would avoid any impact on the local highway.

RGP’s attendance at the six days of public consultation was crucial in gaining minimal objections to the scheme and achieving the ultimate goal of planning permission. RGP’s experienced and trained staff were able to effectively communicate the implications of the scheme to local residents which assisted to dispel fears and address mis-perceptions amongst the local community. The majority of residents left the events feeling informed, listened to and generally supportive of the scheme.
