Preparation of a Transport Assessment to support an Educational Re-development facilitated by circa 300 unit Residential Development.
BACKGROUND
RGP was faced with Local Highway Authority concern at further traffic generating development in a location that would unacceptably affect on-street parking and create capacity and safety issues at key locations on the local transport network, including at the A27, which is the responsibility of Highways England (formerly Highways Agency).
The authority’s initial view was that to establish the principle of the proposal, the developer would have to fund extensive off-site works.
RGP’S APPROACH
RGP established a solution in principle which targeted effective Travel Planning at the college to eliminate the impact of the enabling residential development, and the proposed increase in college student numbers.
RGP relied upon policy to reduce reliance upon private car use by implementing a bespoke and inspiring Travel Plan for the college which more than offset the traffic that would be generated by the residential development also. The Travel Plan was commended by the Local Highway Authority as good practice.
RGP was able to demonstrate the solution to all parties and effectively brought value to the client, by maximising development potential and avoiding expensive off-site highway works.
This was achieved through a review of traffic flow data and preparation of swept path drawings, based on the operator’s bespoke delivery vehicle specifications.
