RGP were approached to provide transport planning input with regard to an ambitious flagship hotel scheme for The Standard, comprising a 270 bedroom boutique hotel with an ancillary restaurant, bar and ground floor retail uses, at Camden’s vacant Council offices and public library on Euston Road.

To support a planning application RGP were required to prepare a Transport Assessment, Delivery & Servicing Management Plan and Travel Plan, as well as liaising with Local Authority and TfL highway officers to agree the principles and details of the scheme.

BACKGROUND

The constrained scheme involved the loss of the existing basement level car parking; to provide a car-free development with no coach facilities and a constrained basement level service yard. The proposals included the stopping-up of a section of public highway on Euston Road, operated by TfL.

Due to local characteristics consideration also had to be given to the site’s permeability for pedestrians, coach and taxi drop-off arrangements, delivery vehicle routing and the potential impact on on-street parking bays and loading bays locally.

RGP’S APPROACH

RGP commissioned detailed pedestrian surveys and undertook bespoke pedestrian audits in order to successfully demonstrated to TfL that a reduced footway width on Euston Road would not adversely affect the pedestrian environment or compromise their ability to undertake future highway improvement schemes.

Through the use of swept path tracking software, RGP devised an effective delivery and servicing strategy to minimise the size of the basement level service yard to maximise the amount of ‘functional’ internal space, whilst also catering for the operator’s bespoke servicing needs.
